Recommendations of Karl Olive’s report

Poissy mayor Karl Olive presented the government with his report titled “Building a nation through sport”, thus completing the task entrusted to him last October to “think better expression of public action in terms of integration through sport”. neighborhoods”. In a hundred days, this mission led to 120 sessions, consultations of 41 sports federations, site visits, a symposium in the Assembly… Between hearings, sessions of local elected officials, for example, through Association France Urbaine, later culled some of the clues contained in this report. Finally, within the framework of the last Inter-Ministerial Committee for Cities, several measures were expected by the government itself at the end of January, as it was decided to keep three from the beginning: “The creation of the third sports fields. demolition of buildings with the support of donors, development of ‘TİG Sport’ in sports clubs and contracting trials between communities, National Education and sports clubs” (see our article dated 31 January).

In the end, the mission formulates 24 recommendations, whether they are new measures or a generalization of what has been done here and there. The two ministers who received the report, Roxana Maracineanu (sports) and Nadia Hai (city), believe all four can be implemented “quickly on the ground”. First, supporting volunteer communities sports facilities open in the evenings and on weekends in the political districts of the city (QPV). What some communities are already doing. And this will complete one of the provisions of the sports bill, which must be definitively passed by Parliament on Thursday, February 24 (it plans to facilitate access to school equipment by local sports associations). Similarly, both ministers reiterated their support for “Turkey’s development”. gymsIn the spirit of the “5,000 small sports equipment” plan (see our articles dated 15 February and 3 December). As for the size of the “building pillar”, they indicate that a reflection will soon begin with the Social Union. For residential (USH).

The government also relies on the framework. Education cities to make sport a better “lever for success” and to provide these cities “a toolbox that integrates sports practice into the educational project available to students”. Finally, relevant professional integration through sportWe will know that a “special fund” should make it possible to “bring out qualified actors” in extension of existing actions such as Sésame, a personalized support system for 3,000 additional youth towards careers in sport (financial law in conjunction with the latest budget recovery plan – see our article).

Karl Olive’s suggestions don’t stop there. “Experiments in the direction of QPV are plentiful in all regions,” underlining the elected official, and it is from these field initiatives that the 24 recommendations have been shaped. Also, from a comparison between sports apps in QPV and sports apps in the entire national region. This is to “identify the brakes that prevent further democratization” of sports practice at QPV. The spectrum chosen is wide: sport-health, sport-education, sport-citizenship, competition, employment, family, leisure, e-sports… And don’t forget everything observed during the health crisis… nor the Paris 2024 approach.

Karl Olive assures that 70% of recommendations “will see the light of day in a few weeks and without burning the safe”. Among them, we draw attention to the idea of u200bu200b”one stop help” for “zero wages” in particular. club licenses” for specific audiences, at the national level through the National Sports Agency, and at the local level through associations.

Based on feedback from local experience (for example, the city of Lavandou in Var is mentioned), the report proposes a generalization of the model. “Sports starting school”collaborative structure that offers activities on Wednesdays or Saturdays to help children choose a sporting discipline to exercise later in a club.

In addition to the sports third place that caught the attention of the government, the mission, Sports-health centers At QPV, again at the bottom of the building, with regard to homeowners, as part of the local health contract. And it is always desirable that every new renovation or construction of sports-health, social housing includes a course or sports equipment.

on the shutter disabilityAssigning a “sport-handicap” reference in each section is even a matter of AESH training in sports practice.

A few suggestions are clearly linked to what is at the heart of the mission: “How to make sporting activity the starting point of a project at QPV? access to employment or professional integration. In particular, the recruitment and training of “local sports mediators” and the maintenance of the system of “integrating coaches through sport” are at stake here.

Another topic that has been extensively discussed: sports and “republican building of the youth”. The report then refers to the issues addressed by the “separatism” law and the security dimension: “systematize the signing of the secularism statute and the republican commitment agreement” before any subsidies or renting rooms, define an “athlete”. establishing a “local dialogue council around sport” on the model of the local safety and crime prevention convention (CLSPD) or, therefore, providing “TIG sport” in clubs.

Finally, Karl Olive wants as many municipalities as possible to create a budget participant dedicated to sports to the neighborhood to “leave a place” in the definition of local sports-related projects.
